The ground
A town hall in Senegal keeps its memory in paper registers: incoming mail, revenue orders, allocated plots, council decisions. To know where a file stands, the mayor asks a member of staff, and waits for the answer.
Municipal management software assumes an equipped office, an email address per member of staff and a connection that holds. In a town hall in Casamance there are phones, a network that drops, and staff who know their register better than any screen.
What we built
A management tool that follows the town hall department by department, starting with the mail. Incoming mail is photographed from the phone, recorded with its register number, passed on to the department that has to handle it, and the member of staff who receives it acknowledges it: no more mail without someone responsible. Each member of staff has a “To do” screen, and the register of incoming mail can be searched. The municipality’s staff and organisation chart are kept there too.
Everything is designed for a staff member’s phone: one action per screen, sign-in with a phone number and a personal code, no email address, and an entry that stays on the phone when the network drops. Every action leaves a record nobody can alter, one municipality never sees another’s data, and the paper register remains the safety net for as long as the town hall decides.
What Edicore does here
We designed the application, we publish it and we run it. It is being built with a first municipality in Casamance, spending time in each department before writing its module. The demonstration runs on fictitious mail, with one account per role; no real mail enters the application until the municipality has declared the processing to the Commission de protection des données personnelles and received its receipt.

What it shows
EasyMairie does not replace the register in one go: it takes up its words, register number, arrival, routing, dispatch, and follows it step by step. Each module is written after time spent in the department that will keep it. It is the same starting point as a company AI: the way teams already work, and a tool built to be accepted by those who will fill it in.
